While widely accepted and enshrined in legislation and policy at multiple scales, sustainable development is a slippery concept that is difficult to work with. Sustainable tourism is too narrow to embrace the complexities of sustainability which is inherently multi-sectoral. A sustainable livelihoods approach offers a pragmatic way forward.
